Pakistan Letter of Authorization (LOA) guidelines

This page is created to address and answer the most frequently asked questions about the registration requirements for Pakistan and how to complete the Letter of Authorization (LOA).

Registration requirements

This section provides information about the requirements for registering senders in Pakistan, which vary based on whether they are local or international senders. Additionally, if you need more information about the country's coverage, restrictions, and current regulations, click here (opens in a new tab).

Sender requirements

  • Special characters are not allowed.
  • Domain names (.com, .pk, .org) are not allowed.
  • A maximum of 11 characters is permitted.
NoteThe same sender name cannot be used for both promo and transactional traffic.

Before you proceed to the document requirements, prepare the following details, as they will be needed for registration with telco in addition to the documents:

  • Company name
  • Type of traffic
  • Headquarters address
  • Tax code

Local senders registration

Local sender operates within Pakistan and targets recipients located within the country.

NoteOnly companies with headquarters in Pakistan are allowed to send OTP traffic over local connections. Additionally, in compliance with new PTA regulations, all alphanumeric senders must have a dedicated short code registered and assigned to them. Once the short code is registered, it can be used for sender registration across all available local connections in Pakistan. This step is mandatory for proceeding with the sender registration process. For further details, contact your dedicated account manager.

To proceed with the registration, download and prepare the following documents:

After you download the templates, follow the below guides and fill in the highlighted fields by completely replacing each field with your information. If a field is not highlighted, do not change it.

Authorization letter

  1. Date from which the LOA was signed.
  2. Replace "[CLIENT NAME]" with the actual name of the client.
  3. Put the sender name you wish to register in the table along with the purpose and/or traffic type (promotional, transactional, notification). Add the client's name in the second paragraph.
  4. Provide the required details for the client's representative:
    • POC (Point of Contact) name: Write the full name of the person representing the client.
    • CNIC #: Enter the representative's CNIC (ID card) number.
    • Designation: Write the representative's job title or role in the company.
    • Company NTN: Enter the company's National Tax Number (NTN).
    • Sign & stamp: The representative should sign the document and put the company’s stamp where needed.

Letter of Intent (LOI)

  1. Sender name you wish to register.
  2. Ensure that the details of the representative and company are correctly filled in, along with the requested sender name.
  3. Date when the document was stamped and signed by the company's representative, along with their details (name, designation, and CNIC number).
NoteThe requested sender ID must be relevant to the company mentioned in the Letter of Intent.

NOC Letter

  1. Fill in the following client information:
    • Company name
    • National Tax Number (NTN)
    • Mask
    • Mask type
    • Extended code
  2. Client representative's signature, name, designation, and contact number.

NoteEnsure the "Extended Code" field remains empty. If the Sender ID does not match the company listed in the NOC letter, please provide a reference document demonstrating the connection between the Sender ID and the company in the NOC. Alternatively, provide a link to the company’s website where it is evident that the Sender ID (brand name) is associated with the company.

International senders registration

The international sender operates outside Pakistan but the target recipients are located within Pakistan.

No documents are required when registering international senders, but you will need to provide the company name of the brand owner during the registration process.

Once all requirements and documents are completed, you can:

  • Direct customers (end customers) - start the Sender ID registration process here (opens in a new tab), and click the Request Sender button under Alphanumeric Sender ID. Provide the necessary details and submit the request.
  • Wholesales/partner - contact [email protected] and your dedicated account manager, and provide the documents along with the required sender information.
