Türkiye Letter of Authorization (LOA) guidelines

This page is created to address and answer the most frequently asked questions about the registration requirements for Türkiye and how to complete the Letter of Authorization (LOA).

Four networks in Türkiye support local and international traffic:

  • Turk Telecom
  • Vodafone Turkey
  • Turkcell
  • NetGSM

Registration requirements

Before you begin, check the basics of Türkiye coverage, restrictions, and current regulations (opens in a new tab).

To register Alpha senders in Türkiye, please follow and submit the requirements listed below, depending on the origin of the senders' traffic.

Before addressing the document requirements, prepare the following details, as they will be needed when registering with telco in addition to the documents.

  • Company name
  • Company website
  • Company address
  • Contact person

The Letter of Authorization documents are separated based on the following customer types:

  • Direct customers - This customer type is usually the direct owner of the sender or brand.
  • Wholesales/partners - This customer type is generally not the owner of the sender and brand but rather engages in reselling or re-purposing them, depending on their business model and use case.

Local senders registration

Local sender operates within Türkiye and targets recipients located within the country.

Promo traffic is only allowed for local clients and requires the brand owner to first register the sender (enterprise) to the national database (IYS). Additionally, the permission database needs to be uploaded to the national database. Contact your dedicated account manager to guide you through the entire process of registering promo senders in the national database.

To register a local sender, follow and submit the requirements below depending on the customer's type.

Direct customers

Alpha senders are possible only if both of the following conditions are met:

  1. The client has a local entity in Türkiye and
  2. Has signed a Compatel Turkey contract

You will have to provide a proof (legal document signed with Compatel) that the above conditions are met.

Wholesales/Partners

If you are a wholesales/partners customer type, download and prepare the following:

After you download the template, follow the below guides and fill in the yellow highlighted fields by completely replacing each field with your information. If a field is not highlighted, do not change it.

  1. Date when the LOA was filled out.
  2. Company name.
  3. Country where the company name was registered.
  4. Complete the table with the names of the senders you wish to register, along with their respective details.
  5. Provide the signature of an authorized representative, accompanied by the company stamp.

International senders registration

International sender operates outside Türkiye but the target recipients are located within Türkiye. The registration is only allowed for transactional traffic.

Direct customers

Alpha senders are not allowed for direct customers. You will need to acquire VLN via your Infobip account or contact your dedicated account manager.

Wholesales/Partners

If you are a wholesales/partners customer type, download and prepare the following:

After you download the template, follow the below guides and fill in the yellow highlighted fields by completely replacing each field with your information. If a field is not highlighted, do not change it.

  1. Date when the LOA was filled out.
  2. Company name.
  3. Country where the company name was registered.
  4. Complete the table with the names of the senders you wish to register, along with their respective details.

Once all requirements and documents are completed, you can:

  • Direct customers (end customers) - start the Sender ID registration process here (opens in a new tab), and click the Request Sender button under Alphanumeric Sender ID. Provide the necessary details and submit the request.
  • Wholesales/partner - contact [email protected] and your dedicated account manager, and provide the documents along with the required sender information.
