Singapore Letter of Authorization (LOA) guidelines

As of January 31, 2023, Singapore's Infocomm Media Development Authority (IMDA) has fully implemented the proposed SMS Sender ID Registry regime designed to combat SMS scams. Under this regime, any institution wishing to send SMS messages is obligated to be registered. Failure to do so will result in the Sender IDs being labeled as "Likely-SCAM."

The following documentation provides updated SMS registration guidelines shared by IMDA in Singapore.

SGNIC is responsible for managing the Singapore SMS Sender ID Registry, which helps organizations prevent the sending of spoofed SMS to customers. This is a country regulation that mandates the registration of your Sender ID with SGNIC before you can send traffic to the Infobip platform.

Take into account the following information:

• All organizations that send SMS with Sender IDs must first present a valid identification, i.e., the local Unique Entity Number (UEN), as issued by the relevant government agencies.
• Organizations with valid identification (i.e., the UEN) can then register with the SSIR, and protect the Sender IDs they wish to use when sending SMS to Singapore mobile users.
• Other non-business organizations (e.g., charity organizations, societies, religious bodies) can also register with the relevant agencies that will issue UEN to these specific types of organizations.
• The organization registering the Sender IDs with SSIR must have full control over the use of the IDs and be held accountable for them. This implies that parties like merchant aggregators, law firms, and secretariat service providers are not allowed to register Sender IDs for use by third-party organizations.
• The SSIR registration fees are:
  a. One-time setup fee of $500
  b. Annual $200 per Sender ID

• The SGNIC will assign Sender IDs on a first-come-first-served basis following the Rules of Registration (opens in a new tab) and may clarify with registrants if they have a trademark or other legitimate claim to the Sender ID.

SGNIC registration

You will first need to create an account in the SSIR portal (opens in a new tab) so you can log in to reserve your preferred Sender ID(s). Before you create your account, ensure that you have the following information ready:

1. Organization’s registered name, registered address, and Unique Entity Number (UEN) based on the Accounting and Corporate Regulatory Authority (ACRA) record. Foreign-based businesses can obtain the UEN by registering with the Accounting and Corporate Regulatory Authority (ACRA). A foreign business can either register as a local subsidiary or as a foreign branch office. Foreign-based businesses can then register for Sender IDs with SSIR via their local subsidiary or foreign branch office as long as the local subsidiary/foreign branch office can present a valid UEN. Companies registered with ACRA will have to comply with the statutory and disclosure requirements of the Companies Act. 2. Full name, contact number, and email address of the person designated as your organization’s admin account holder in the portal. The admin account holder in the portal will be able to create other user accounts for your organization.
3. Name of the SMS aggregator(s) that your organization works with to deliver your SMS messages, which is INFOBIP MOBILE SERVICES PTE. LTD.
4. List of Sender ID(s) you intend to reserve for your organization.
5. Organization’s Corppass for company verification purposes.

SSIR will process your application after your account is created. After your account is approved, the admin account holder will receive an email notification. Subsequently, you will be able to access the portal and reserve your preferred Sender IDs.

Letter of Authorization

When registering a sender in SSIR Portal under SGNIC, a LOA will be required from the brand owner to authorize another company/representative to use the sender.

Once you download the template, adhere to the following LOA guidelines in the provided document:

1. Brand owner letter head.
2. Add the representative (reseller/aggregator client who is authorized by the brand owner to carry their traffic) or the affiliate (company related to the brand owner company).
3. Brand owner company name and their UEN.
4. This should be based on the second point with their UEN. If you put the representative, remove the affiliate, and vice versa.
5. Representative/affiliate employee details.
6. Sender ID you want to register.
7. Authorized signatory from the brand owner company.

If you are a direct client, meaning you are only allowing Infobip to send traffic and no other companies are allowed, you can put INFOBIP MOBILE SERVICES PTE. LTD as the representative with UEN 201413192R.

Infobip registration

Once the sender is registered to SSIR portal, you can:

• Direct customers (end customers) - reach out to your dedicated account manager, and provide a screenshot from the SSIR portal indicating that the sender has been safelisted towards SGNIC with the "live" status.
• Wholesales/partner - in order to grant the representative permission to send SMS using the organization's registered Sender ID, it is necessary to provide both the LOA that was originally submitted during the SGNIC registration process via the SSIR portal and a screenshot displaying the "live" status from SGNIC to [email protected] and your dedicated account manager to safelist the traffic.

BipSMS generic sender

Since Infobip is one of the Participating Aggregators licensed by Infocomm Media Development Authority (IMDA), we were given the opportunity to register a generic sender that we can share with our international direct clients that do not have UEN, but would like to send traffic to Singapore through our platform.

Before a client is allowed to use this sender, the following requirements must be met:

1. Only direct clients without a registered entity in Singapore with no UEN are eligible. Wholesales/resellers are not allowed to register.
2. Only OTP traffic is allowed.
3. LOA must be provided before the traffic can be allowed.
4. One-time setup fee is 360 EUR, while a monthly fee is 15 EUR.

Below is the template of LOA for the BipSMS generic sender. You will need to provide the OTP templates and only templates listed in the LOA will be allowed.
