Migrating short codes for Canada

These migration steps are intended for companies that wish to migrate a Canadian short code to Infobip. We have migrated hundreds of short codes and Infobip will work with you to ensure that your migration is successful.

Migrating a CA short code is similar to provisioning a new one. The process takes about 3-6 weeks from the time the revised CSC application is approved by the Canadian Telecommunications Association. The migration date per participating carrier network depends on the level of change to the existing program and will be provided by the CTA once the application is accepted.

Migration steps

1 - Obtain and revise currently approved CSC application form

Your first step is to obtain and revise the currently approved Common Short Code application form, as this is needed to submit the migration request with the CTA. This is where you will provide updated details on the mobile messaging program. Note that ALL changes must be highlighted in YELLOW and may include:

  • Change to the billing information (section 1.2)
  • Change to the application type to indicate migration (section 2.1)
  • Change to the aggregator information (section 3.7)
  • Changes that have occurred since the original filing such as updated keyword responses
  • Changes required to comply with current Canadian CSC Compliance Policies

If you are unable to obtain the approved application, contact your account representative to have Infobip request it from the CTA.

2 - Submit number import request

If you are already sending traffic with Infobip, submit a number import request using Numbers for the short code(s) you wish to migrate. Be sure to provide us with these documents as ownership evidence which will be used to validate the import request and submit the migration request to the Canadian Telecommunications Association.

  • Revised CSC application form – A current copy of the Common Short Code application form with revisions highlighted in yellow
  • Migration letter – A letter confirming authorization of the short code migration, which is on company letterhead, dated, indicates where the sender is migrating from and that it is migrating to Infobip

If you’re not already sending traffic with Infobip and your first short code will be a migration, work directly with your account representative or solutions engineer so you can be assigned an onboarding team member to walk you through this registration process.

3 - Compliance review

The submitted revised CSC application will undergo a similar review process as a new program. The Infobip team will provide feedback as needed so that you can make the program compliant. See Canada Messaging Content Requirements for compliance guidelines.

Once the revised CSC application is compliant, Infobip will ask you to sign and date the application, and then proceed with submission to the CTA Short Code Council for consideration. Short code applications are considered every Tuesday by the CTA council with the application deadline being the preceding Thursday before 1:00 pm (ET). The CTA will take the opportunity to review your revised application.

4 - Letter of Approval

Upon approval of the revised application, the CTA issues a Letter of Approval within 7 days following their Tuesday review meeting. The Letter of Approval is emailed to the Application Service Provider and Infobip and includes the short code and scheduled dates of migration per carrier. With the Letter of Approval, Infobip confirms the number import request and proceeds with the migration process.

Within the Letter of Approval communication, the CTA will also indicate if the revised program will be required to undergo pre-launch testing.

5 - Complete migration with carrier networks

The CA carrier networks will migrate the short code on the dates indicated in the Letter of Approval. To ensure a smooth transition, be attentive to traffic on the indicated dates as there is no specified time the migration will occur. You will be able to confirm that the transfer is complete once you begin to receive MOs through Infobip. At this time, you can begin routing your MT messages through Infobip.

6 - Remove service with previous provider

Once the short code is live across all carrier networks with Infobip, you should proceed with canceling the short code with the previous provider.
